Neither country has drinkable tap water
This is the one that matters. Bottled water is cheap and everywhere, which makes it easy to spend three weeks buying it, and easy to end up drinking ice made from something else.
Monsoon does not mean cancelled
The rain in monsoon season is heavy, brief and usually in the afternoon. It is not the all-day grey of a European autumn. A rain layer and a dry bag turn it into a non-event, and the prices in July are less than half what they are in January.
Northern Vietnam is not tropical in winter
Hanoi and Sapa get genuinely cold in December and January. People pack for Bangkok, take the train north, and spend a week wearing everything they brought at once.
